the first thing others here will say is dont use frontpage at all.
in fact its not bad advice.

if you want to make css then just use windows notepad

frontpage creates inline styles within your html where as youd be better learning css yourself and making your own style sheet from scratch just using windows notepad.

you can use frontpage to edit a style sheet but its just a basic text file frontpage doesnt have any magic "create css" templates im afraid.
