I have a form that a client wants me to create.
The user will fill out their information in the text boxes, then once they hit submit, the information will be sent to the client (up to this part I can do). Also, when the submit button is pressed, the client wants it to let the user download a file.

how do I go about doing this?

I can't tell you what code to use, I have no idea who the client is, what the site is or where they are hosted.
Should we guess at what code their web server supports? if any.

I don't know anything about their hosting yet, as this is a job we are bidding on.

You should probably find out. You may be able to refer them to a host of your choice if they are on something really crappy, and make a commission on that too.
