I've been doing ok with Trellian recently. The free version does pop up a nag window encouraging the user to purchase their SEO tools, but it's worth it to me because Trellian supports layers. NVU and Kompozer don't. (Well, technically they do, but you have to enter it in the source code view, not the WYSIWYG.
I've tried several freebies available through download.com, but all except Trellian use proprietery file formats, and most don't support html insertion.
It's also possible to create websites using word processing and presentation software. Word, Publisher, and PowerPoint are the names that most people think of, but Open Office Writer and Open Office Impress also offer the saveas html option. I've had some difficulties getting a site I built in Publisher to load properly in FireFox, though. A couple of the elements overlap each other, blocking out some of the text.
