It really just depends on what you're good at. I think, as a designer, you should study HTML and CSS as a primary importance, so that you don't make poor design choices when making graphic mockups, Photoshop or otherwise. Even if you end up in a company where the task of coding the HTML and CSS is normally handed off to someone else who specializes in just that, the knowledge will be good for you to have.
Also, a person with well rounded skills has a more secure job than someone who works within a very narrow job definition. And if you ever want to go into business for yourself, a broad skillset is going to help, even if you can outsource portions of your workload.
