I think its okay, but needs to also mention some skills in conceptual and design skills. Being able to come up with good designs without going straight to html makes the difference between a web designer and a great web designer.

Nice article, but you didn't include Adobe photo shop and other designing software. I guess that kind of software would helps best to be a good and professional web designer.

That is a great resource, another helpful site to check out is webpagesthatsuck.com. The good design checklist is a must look over and would be a great help to many new web developers

Ah well, people use template generators and paste it onto their myspace pages and all of a sudden, you see them selling their web design service. I guess definition varies..

To Become A Web Designer you need to find sum one that can teach you.
you have to take theory and practical classes.
