We've talked about this in the past before Derek; the predominant way to do telecommuting jobs, especially in this field, is through freelancing agencies, which can be found throughout the web. It's a good way for junior designers and developers to build a portfolio, feedback, and hours, which can be shown to prospective employers in the future.
The often mis-perceived drawback to freelance work through agencies is that you are competing on a global scale, which means alongside folks from India and Eastern Europe, etc, who will do the same job for less. Once you realize the fact that living in a Western country and time-zone is actually an advantage in many situations, you will be just fine. This doesn't mean you can get away with charging whatever you want to, especially when first starting out.
