The design looks great. Basic tips:

1) Make the "search" button bigger, rounded, and with a drop shadow. More user friendly, more web 2.0.
2) Make the nave bar rounded with a drop shadow. (For the above reasons).
2) The tri-division background? I don't get it. It's not symmetrical, it doesn't line up well, but the colours are great. Try a diagonal stripe background.
4) Take out the "Step 2: Choose Report"... people will find it when they get there. It doesn't add anything to the page.
5) The image behind the search is blurry. Search for "Free Stock Photography" and find a higher resolution one.
6) The logo is great, play it up! Make it bigger.
7) I dont get the "no report, no charge" button. Explain?
