Are they? I remember a while back it was hard to get around these and were stuck using those little fixes and 216 color GIFs...

HI,

Yes PNG 8 is websafe.

You have to use the fixes for the old browsers like IE6 and below. Otherwise
all the modern browsers easily handle it without any fixes.

IE6 and below only have trouble with PNG TRANSPARENCY. If the PNG isn't transparent, it's not a problem.

As for 'web safe'.. since modern displays can now render millions of colors, there's really no such thing as 'web safe' in the color palette any more.
