I am trying to use a PDF as a Wordpress page. Not quite working.

I am uploading to content>uploads, then on the post page selecting the option to insert/embed media.

Ideas?

Inserting the media does not make that 'page' a pdf. It creates a link that associates that media with that page.
If you want a page that is pdf completely from top to bottom, you'll have to code the link to the pdf directly into your navigation. http://site.com/wp-content/uploads/mydoc.pdf (or whatever your default media upload folder is called)
