I see that the site is a Wordpress site so perhaps in this case this is a Wordpress plugin. Does anyone know one I can use in a standard HTML page that would have the same effect?

I've tried Googling but could not find one that was the same.

That's XHTML+CSS+JavaScript so you don't particularly need WP to run it.
