WordPress rocks as a web development platform. Premium themes IMO are almost always superior to the free themes you can get. Even a lot of the premium themes are a bit buggy as far as the CSS.
The absolute best theme I've found for WP is Thesis <affiliate link removed> by DIYThemes.com. It looks great out of the box with no customizations. But it is easily customizable using hooks. Even the CSS can be customimized easily... a lot of it done through the UI in wp-admin. All customizations (php hook code AND CSS) are isolated to a "custom" folder making upgrades to the theme a breeze... Simply backup the custom folder, upgrade to the new version of Thesis, and restore your customizations. No recoding necessary to the new version to re-implement all of your customizations.
A LOT of SEO's and others in the industry use this theme because it is also SEO friendly. For example:
