No it isn't true. It will make such little difference (more like none) it really isn't worth it.
However; Depending on your hosting setup and the forum setup there is a way of minimising the disruption. But is takes time.
Create the subdomain and install a copy of the forum there that uses the same database. This will then be an exact copy of the subfolder version but for this exercise duplicate filtering is a help.
Start building links to the new version and changing existing links that send traffic, (where possible of course).
Once the new version has been fully crawled and is appearing in the index (use a site: search) which may take a couple of months. At this point redirect the subfolder version to the subdomain using a TEMPORARY redirect (302/307 response).
When your logs start to show much fewer requests for the subfolder, switch to a permanent redirect (301 response). At this point the sub folder version can be taken down and eventually the subfolder requests will drop off completely.
There should be no noticeable loss of traffic or SE referrals, (no guarantee though)
