I have a problem. I need to choose one designer from several candidates for my sites. What is the best practice to do that? How to evaluate their work?

Look at all the work they have done and look for the sites that are similar to what you want then see if you can contact anyone they have designed sites for and see what they think of the designer.

First off you need to select what sort of designer you want. Instead of wasting the designers time, and yours, decide what your budget is, how much you want to change, or create (estimated hour amount), and when you expect this done.

Communication is KEY. I respond to every lead or client within an hour of them contacting me if I don't answer already. Day or night.

Do the research and see what designer will fit your needs, for instance what timezone your in, what timezone is the designer in? Do you need face-time or can you do it all via the internet?

Also, ask who will be working on your project. Will it be done in-house and by who or is the work sent else where. There are a lot of middlemen out there who simply mark up work as they pass it a long.

I would:
find out exactly what I want
ask each one if they can deliver EXACTLY that
THEN check out their work
then get a couple legit references.

Here are some skills which i must prefer to see in all designer:
1. Graphical user interface (GUI) design using HTML/XHTML/CSS, Adobe Fireworks & Flash
2. Web standards compliance and basic accessibility issues.
3. Planning, designing, and implementing web site structure and navigation layout with server side includes and dynamic content.
4. Designing and planning additions to sites.
5. Flash presentations.
6. Design & layout of e-mail newsletters.
7. Design & layout of press releases & white papers.
