Crop URL in a framset?

does anyone know how to do this?
basically what i want to do is link to an external url but crop it so only the part of interest is showing...

is it possible to put x and y coordinates in or something so that the top left of the page begins behind the frameset and the part i want to show can be seen in the frame?
