I think WYSIWYG web builder is a fairly good and easy web site builder, and costs just 40$.
I think for a novice it is the best deal apart from Komposer which is free

Wordpress is free, and there is hundreds of thousands of templates available.

Joomla is also free and the same applies there for templates.

I agree Chris and sndarvekar. All of them are great and inexpensive. Of course, if you want a professional looking site, it's always best to hire a designer. Otherwise I would go with Joomla or WordPress.

http://wordpress.org/download/

http://www.joomla.org/download.html

Unzip the files - FTP them to your site then connect to the site to setup the database etc.

If your hosting has Fantastico both of them are a "one click" install

There are a few members here who genuinely offer hosting, have a read at their posts not just the signatures.
