ok so i got a domain, a host, wordpress downloaded on my site.

now what? where do i begin designing?

i don't quite have it figured out how i get the documents from my wordpress to my actuall site.

im just all around confused.

Wordpress is NOT a design tool, you design the template and wordpress "fills in the blanks" from the information you have put into the database.

hmm guess i don't quite understand.

so maybe i need to start with a template.

i used filezilla to try and get my page going. not quite sure how to use that either.

Yes you need a template first. In your admin panel, go to the "Apparence" tab and click on "Add New Themes". There you can check for new free themes available in Wordpress database. When you find one that you like, just click on "Preview" and if you like it click on "Install". Once installed, just "Activate" it and it will change your site looks.
