That site would take 20 min to code. Just ask someone to make it for you. It's very basic stuff. Seriously.

That is just basic coding, you should look up some tutorials online and learn it yourself, it will be easy.

Honestly I think you can find a better design then that.

Maybe try one of these sites:

or Google Professional Web Layouts or something of the like.

And please never use scrolling text like in that design.

A little bit of photoshop could enhance it a bit. Other than that, basic html/css ! Lots of tutorials on basic coding can help you. Google is your friend
