i.e width and height

It will depend on the type of site and your target audience. The "accepted" minimum is 1024px wide currently, but if your target audience is likely to include users with slightly older hardware or users with vision problems you may want to use 800px wide.

You should be designing fixed width layouts at a maximum of 990px wide (to account for a scroll bar on a 1024x768 screen).
