How do you choose a color scheme for a webpage, and tips, i believe they are
some rules about which colors go together well. Where can I find good color
tip pages?

Whatever you do, don't combine light text and a light background, or dark text on a dark background (should be a no-brainer but plenty still do it). Combining red and green is also a big no no, to people who are colour blind both look like shades of grey.

"Combining red and green is also a big no no, to people who are colour blind both look like shades of grey." i though it was supposed to look like shades of brown

you can of course red and green IF the information they convey isn't compromised by lack of colour recognition (i.e if you say press the green button for yes or the red one for no without labels on them then that would be inaccessible.)

Another vote for Kuler. or Google for other sites. If it's an e-commerce site then you should look into color conversions.

I like http://www.colourlovers.com/

Red can be a difficult color to work with online, and my favorite is when clients ask for gold.

Dareen, great link. I like the color scheme Brownie. Going to adjust our long time color scheme on my website to further improve on it.
