as a aspiring web designer, you really have to learn a step by step process in order to gain a professional knowledge about web design. Those links above can help you to attain your goal but the thing is, all is still up to you to learn..
Also if you have photoshop download some free web template PSD files they can give you an idea on how to do a layout : here is one I've done just a quick concept http://ziovex.com/ziovex-template-1.html
Google "website design" for different cities in different countries - then look at the portfolio of the different web designers. See for your self what works and what doesn't; make a favourites list of interesting masthead effects, interesting navigation, interesting shapes etc.
