Any advice you can offer is greatly appreciated!

I basically wish to design a website which allows users to do the following actions:

1. Users can create their own "account" which consists of a username and one editable page
2. Users can add and/or remove a selection of images (hosted on my site) to their own page (their specific "user page" if you like). In other words they can almost create their own gallery on one page by selecting images from a list on my site.
3. Users can save this page so that when they return the images they had added to their page remain their.

I am open to any possible methods of doing this e.g. Flash or PHP.

Any general advice of the path I would need to take to produce such a site is really appreciated.

Thanks for the advice, i will read up on php! Would a password protected page with php be associated with a MySQL database?
