I've seen a template I like but wonder if its a bespoke design or if anyone has seen it before, I want to implement something similar but how much would I need to change to make different so I dont upset the original owner and any copyright laws?

As per my experienced in Website designing your template is good and nice.You can host your website and implement all the things which you want to do.

Change it some, but unless you're in the same industry you probably don't have to worry about it too much. Think of the changes as improvements...all sites need them.
