Personal sites: you can get away with a cheap option.
Business sites: spend some money, a website is an investment, a good site that is.

Your not just paying for design and content, your paying for your companys online presence/image, search engine performance, where do you think possible staff will find out most info about you (i wouldnt want to work for someone with a site that looks like a 12 year old with a bent copy of frontpage designed it)?

A good site takes time to build, design and optimise, people dont understand the cost involved with a good designer, because you cant see a large portion of the work involved, after all its just an image and some text right?

You have a basic knowledge for designing the website, I think that the cost is depend on you that which type of website you want to design.

If your budget is low then you may try using blogger or wordpress

Web designers/developers in the mood for a depressing and at the same time hiarious experiance take a look at the computer gigs section on craigslist, I stopped looking at any section on CL other than the jobs (which is actually good btw) after I had a meeting with a "CEO" who wanted a large online multimedia brand. He sat me down in a rather fancy Manhattan office, handed me a customized folder with his company logo on top and filled with a stack of paper detailing all the complex features he wanted on the site including among a host of other things: an ecommerce cart, CMS and CRM systems - all to be coded in Object Oriented PHP and using MVC architecture. Then he told me his budget: $900 big ones! I laughed, told him he had been a waste of the last 3 hours of my life and walked away. This was my last crappy experience with the craigslist web section where morons go to have websites made when they have absolutely no idea how much things cost and no respect for the years of dedication a designer or developer dedicates to learning this stuff.

Judging by the amazing graphic on the landing page its gonna be one heck of a Web 2.0 site (in about 12-15 more years). Oh and to give an idea of how clueless this guy was, he planned on having a high traffic site that hosts streaming videos, etc. run on a $5 a month hosting plan.
