Currently, I'm trying to create a tutorial for our live help and live support services using flash based tools, but some of our web site visitors does not have flash installed on their browser. Are there any tools available that does not use flash or java?

Why don't you just link to the flash download site then, it takes 2 minutes and I think that more than 90% of all Internet users has got it installed on their computer. I'd recommend Macromedia Breeze. It's a new program for publishing presentations like in Microsoft Power Point, but more professional and it goes perfectly into a website.
