Website Optimization question

I have been doing a lot of reading and research on building websites. As a few of you know I am currently using a site builder to create websites. My question is: How do you get "full funtionality/optimization" out of a site created with a site builder? Meaning scolling text on one of my project sites functions with Microsoft IE 6.0 & AOL, but I have noticed that using Netscape the scrolling text is frozen. Any thoughts?
I would also just like to note that in about another month, I will be able to start using Microsoft Front Page 2002. . I will be so happy then. I will be doing changes on the 3 sites that I have already built, and hopefully building more.
