Hello............
for GIF animation, i use imageready.
they allow you to edit (ie. length of time for each frame) them frame by frame.
this is what i do:
1. create my pics in photoshop and save them as GIFs, making sure transparency is selected.
2. open the pics in imageready.
-there will be an animation box at the bottom left.
it has the tabs: animation, image map, slice
3. select the pic that will appear after the first pic (in this case, the last because you only have 2 frames) in your gif animation.
at the aniamtion box, click the frame (frame 1). at the end of the animation box, on the right, there's a lil arrow right underneath the close button. click that.
4. click copy frame.
5. go to the pic that will appear first in your animation. click that lil arrow again and this time, select paste frame. (select "paste after selection")
they will prompt you about the order of pasting. Note that you dont necessarily have to start your copy and pasting job in any particular order because you will be able to decide in this step.
6. then if you want, select the length of time each frame will appear in your animation. (see: 0 sec under each frame.)
7. click play.

click the lil arrow and select "tween". tween makes the pic transition smooth.
8. to save: file>save optimized as
