While I understand the premise of your argument, I would have to say that you are totally off base. In your model who is designing the templates? Who is designing the widget plugins? Who is developing the CMS systems you speak? Putting together a website in a CMS may seem fairly straightforward, but still plenty of people can not do it. Also there is a difference between being web savvy, and truly understand web design, development, PHP, and database systems. Most people understand how to build a house. We have had the tools forever, but still we need people to design and build them. You can buy modular homes for less than nothing but people keep building homes.
Also, this idea that anyone can "code" a websites is absolutely absurd. The same way there are good designers and bad designers, there are good web programmers and bad web programmers. Neither of these two are the average man. Most people can barely program there tv remote, yet alone program a web 2.0 website. I guess it is the end of those graphic designers who pretend to be web designers.
