Arial is actually an incredibly poor font. It was designed for Microsoft to be their helvetica, because they were too cheap to licence helvetica. It's basically a mix of Franklin Gothic and Helvetica, and is full of mistakes and technical inaccuracies.
Verdana, on the other hand, also designed for Microsoft, was specifically made to be easy to read on-screen at small sizes. It's a lovely screen font, very readable and nicely put together.
So definitely Verdana. Arial is basically an abomination as far as fonts are concerned.
