If you are new to design I would advise maybe trying a CMS like Joomla or A blog like Wordpress, their are allready tons of templates to choose from easy install and you get the feel of being a webmaster, and most likely learn more about code by customizing upon your site and template.

Let us know your level of experience, what software you have available, and we'll point you in the right direction.

I guess you can start your site with template,it is available and convenient for you.But if set up your own site by designing it yourself,it would take more time but worthy.
