i was wondering is there a system where we can set work to a group of users.

Those users download the work, do that work, then upload it, but only that user can see it and no one else along with site owner?

can the above be done on likes of forums or is there alternative solution

Run your own in-house server with something like MS Sharepoint

i did think of sharepoint but would be expensive in terms of licensing
hence thought if theres something that can be hosted elsewhere

I would say that Zimbra is probably the best known Open Source collaboration package. There is also Horde which many seem to think is simply a webmail client but has a lot more.
