Try Chris' suggestion and write up your design brief

The original quote was " sometimes" they are.
You can of course invert the text and/or character order server-side if you are using a database.

No I did mean "top-to-bottom".
But the characters are printed in single character vertical columns.
Come to think of it, perhaps in theory you could reproduce
that with right CSS.
But the simple point I was trying to make is that the convention for Japanese on
the web is left-to-right, top-to-bottom, same as English.
For books and magazines a lot of the time (or often) they are printed
in single character columns down the page and going from right to left.

That's interesting, I have never seen any Japanese magazines so I didn't realise that. It could certainly make an interesting project for a japanese language CMS.
Is that the same for Kanji and Hiragana?
