How can I make a site but with a bar at the top which doesn't move, something like this:

and also make it so that when a person clicks on a link only the part under the bar reloads and the bar doesn't?

I assume they're using frames - one frame at the top, containing the title and navigation and one below, for the main content.

Frames basically allow you to show a page within a page, hence the upper frame is never refreshed on page change and the lower area has it's own slide bar.

do you know where I can find a tutorial as to how to make frames? and also is it good or bad for Search engines spiders?

Please, please, for the love of the web, do not use frames. Yes, they are bad for search, and they cause a myriad of usability problems. I could keep typing, but you should just go to Google and search on "why frames suck". The rest will be apparent.

For a much better option, investigate iFrames

I haven't implemented these in an actual project, but my impression is they provide the same functionality as traditional frames, with less usability/navigation/etc. problems.
