want I want to do is just have a frame throughout my whole site, but because I am also using a script its going to be very hard work changing every link to be target=cell_c.html
is there anyway I can have frame without having to use the target command or, even use cells?

If you want to set all your links to open in another frame you have to use the target..

You could simply add...

<base target="frame_name" />

to the head of the document.. that way all links on the page will open in that frame

frames are awful... never use them.. use PHP for includes

frames suck big time, they cause many problems, if poss i recommend using include files instead, calls in your header / footer / nav bars from one file onto your pages, if you need to add a nav link you do it just the once at it'll appear like that on all your pages, i use this method for my site, your server / web space needs to be able to handle asp or similar tho
