One of the main problems with frames and search engines is this:
Although the engine will spider and index all your content (hopefully), it will probably display any one of those content pages to an end user. The user then only sees the content of that one frame and none of the stuff thats supposed to go around it. No navigation or anything. They'll read the content then move on to the next site, cos they won't be able to navigate around your site. And chances are they won't come back.
One way to get around this is to use scripting, if a user lands on the page, load the main page then re-load the content page into the frame. This will make no difference to search engines cos they don't execute scripts. It will however make a difference to those who don't have scripting turned on...
