mozilla looks fine but IE there is this HUGE gap
between the list and the bottom section.
When I change it to suit IE
then the bottom is hidden behind the
list in mozilla.... any ideas would be GREATLY appriciated....

In IE, I see a bunch of paragraphs with non-breaking spaces when I view source. Can you provide the original code in case it's coming in from an included file or something???
