I saw a site that let you send photos from your phone to the email address of a site. The site then puts them on a webpage. It all appears to be automated.

I've never come across software that does this before? Is there any, or do these sites do it all in-house?

I think you would need some kind of mobile server to offer what they have. Its definately more complicated than just a script because of the connections with mobile phones. A script could handle the gallery etc. but not the mobile part.

Unless the site is going to be massive and you are willing to invest in the technology then I would simply use textamerica
