If you are a good designer, then doing a website for free should be easy enough. Obviously start doing your own site first so you can show people.
If you belong to any clubs such as a running club then you could do a website for that if it doesnt already have one.
My work seems to all be coming from one of my friends! He has done me proud and spread the word. As a result he got me 1 free site for experience and one thats been quite well paid

Talk to people, let them know that you want to do some sites for people and just spread the word. Word of mouth is still a very effective way of getting work.

One thing you could do is find smaller business who have a terrible webpage, redo their homepage and show it to them, and ask if they'd like you to rework the whole thing

if they don't like it take their logo/identifying information off and put it in your port till something better comes along

you could also try churches, not-for-profits, etc to see if they'd like a free or low-cost website

i don't suppose your location is Kent, Ohio by any chance?

no im not lol im in kent u.k england and i knwo doing website for frre a good way jsut wounded if there was any forume or website where people ask for website to be designed

just browse every webmaster site you can they usually get requests for work. Also check out freelance sites such as the great http://freelancers.net...

My 'portfolio builders' went something like this:

The company where my mother-in-law is a manager (sold at a discount)
My sister's online art gallery
A personal page for me
A directory for a lady hunting for a designer online
Some logo designs done for forum contests (I changed the name if logo didn't win)

From that point on, I was able to find paying customers (many discounted, but still paying).
