if this gonna b online all the time i advise u 2 save it as .pdf and open it with adobe acrobat reader

I've been using CutePDF Writer and it makes excellent PDF files that I've had on various websites that were easily downloaded by anyone. Of course, you need to watch the size of the file, but it's excellent for what you need it for. And...best of all it's absolutely FREE! It installs quickly and easily.

I use MS-Word to create my document, then FILE-->PRINT and here is where you pick the "printer", so pick CutePDF Writer, and voila! It'll create you a PDF file in the directory of your choosing. (Don't forget to SAVE the original DOC file in the event there are changes to the original document.)

PDF's are definitely ideal for end users, but if you're talking about writing API documentation, there are a few great PHP app API documentation scripts.
