Howdy y'all :-)

I have been formulating a new design for my site, but would like more of a cartoony glassy feel to it. Just looking for general advice here. If you have any suggestions as to how I can achieve this, please help or if you have nothing to do I can send the psd. Whatever the case, anything is welcome.

what you mean glassy. just the header? or what
cos you can just make a new layer, use the eliptical marquee tool to make a select. then make a transparent gradient with opacity and fill options down to 30%.

or just go to blending options of the header, etc. and fiddle around with settings

also try www.pslover.com theres bound to be a tutorial on it.
