Website renders differently in Dreamweaver 2004 MX...

than in IE 6.

My Navbar renders correctly in IE 6 but in Dreamweaver 2004 MX it renders at the bottom. Correctly I may add but at the bottom as opposed to the top.

Why/how is this happening?
