I'm opening a site where people can add their articles (as well as programs and code snippets). I was wondering what kind of PP i should have? To accept articles, I'm having a member system so users do have to sign up.

Also what should the TOS be? Once they submit content, should it remain their own or kinda "shared" between them and my site?

For your TOS, I wouldn't claim any ownership etc. of their code snippets. It will just drive them off! You could try something like:

By submitting material to <YOURSITE> you grant us the non-exclusive right to distribute the submitted work through the website at <WEBSITE> throughout the period you remain a member.

Or something like that. I'm not a lawyer so I can't say whether that's legal or not!
