Well if it is a published site, provide a URL and someone will spot something you overlooked.

If you are using tables for design, set them to 100%. That would make them look @ the same in different resolutions with the exception of a little white or blank space.

If you are using images, keep them no larger than 750-770 pixel width range so as to prevent horizontal scrolling in 800x600 resolution.

I am CSS dumb, but someone will likely come along with some CSS advice shortly.

The solution is simple. You just need a bigger browser. Sorry couldn't resist. Long day and I'm a little tired.

If the site is online somewhere could you post a link to it? If it's not online could you post the code for the page? It's probably because you've set widths in the code when using Frontpage that are causing the page to be wider than the resolution of your browser, but if you could share the code either here or through a link I'll be happy to take a look and see if I can spot where in the code it is.

What MysticWeb said above should also work. Settng your widths to use % instead of px or pt and making sure you're images will fit within the 750-770px range should get everything to fit.

Thanks everybody. I didn't like the design so far, so I switched to something totally different, and it looks 100% better now. It even looks right in the browser. When I get a little further along, I will definately upload and send a link because I could use some constructive criticism. I want it to look good. Thanks again.
