If you are just starting out with css i would suggest using something like Cascade DTP to help you get the basic understanding (that is if you don't want to take the time to learn everything about css.) I used Cascade DTP when i first started out with the intention to just let it build the pages for me, but, i quickly started to understand how it worked and it wasn't long before i was doing it all manually. If you don't mind absolutely positioned pages, then Cascade works great. And, it doesn't use any tables. If you know what you're doing with the code, you could use Cascade to start with, then go back in and manipulate the code. It also generates really clean code. Hard to find in visual editors.
By the way, i offer free templates you can use for guidance or reference, or whatever. They are made for artists, though. Not your everyday blogging/business templates.
