I had created a web page that is based on the (for sale ) template, is it ok to get the basis of designs from it (templates)? without the approval of the web master or author about it? To which in fact I made it on my own using photoshop from scratch to finish? Reason? I don't have the money to download them.

I'm sure you're fine. As long as you don't have a portion of an image or layout that is EXACTLY the same. Think about it outside of web design... a million painters live their lives painting pictures... based off what... well... other paintings. Sure they can have real world exposure and express themselves but in the end they all recall Van Gogh or Da Vinci. And, if its artistic expression, there is no need to give anyone credit but yourself. For future reference, if you create something inspired by something else... just let it ride... that's how inspiration works. I'm sure we have better things to do than worry about templates... which by the way i do offer for free on my site (they are made for artists, though.)

If you are asking if it is okay to right click/copy/paste it then no. But if you simply look at a design and notice some elements that you would like to incorporate in your own then I think that's perfectly justified.

No i don't do ( right click and save) that actually, I just make my own using adobe photoshop and dreamweaver.. & btw thanks for clarifying.. my mind was cleared..
