A weird flashing in Dreamweaver Tables

Hi,

Lately I notice that when I am working in Dreamweaver, (I usually use split mode), as I am working in the layout window, there is a flashing, or like a refresh going on when I move my mouse across the screen. It happens when I roll around in my tables, over the dashed lines of the cells.

FIrst I get the little vertical sizer lines on my mouse icon - the ones that designate if you want to grab a vertical line of your table and drag it to resize it. As soon as I roll off, at that moment, everything turns off and then instantly turn back on. I imagine I have accidentally turned something on to do this - any hints on how to turn it off? Its pretty irritating!!
