You'll need to create an image map using "poly" (as in polygon) shapes. I haven't used Dreamweaver in a while, but I think it has a built in image map editor...of course, I could be wrong...
Just google image map poly and you'll find lots of resources.
I'm pretty sure that DreamWeaver has the ability to make images maps as well. Sorry though since I don't use the program I'm not sure how. If you have Photoshop you can also use Image Ready to create the image map. If you do an let me know I can probably walk you through the process there.

Like they said...DW has ability to draw rectangle, oval and poly hotspots.
First You need an image on which You want to make hotspot hyperlink.
Click on the image and in the left lower corner You'll see what You need.
Just draw and that's it!
