Can someone suggest a good application to help with wire-framing/taxonomy/navigation. I manage an intranet site and we are in the process of a redesign.

Taxonomy for the navigation is very important.

To start, I've been using index cards and moving them around in piles. There are a BUNCH of index cards -- more than 100.

I'd like to use an application to quickly move around individual cards, sections and sub-sections easily. It does not have to look good, but I need the "lines" from box to box to quickly adjust when I move a "card" or section of cards.

Final product would look similar to a organization chart.

Ideas?

WHat is taxonomy??? I have never heard of this word. And I guess many people haven't either.
