The header, or any other graphics do NOT reload every time unless there is something specified to prevent browser caching. When you first load a page, the browser downloads all elements to the user's browser cache. All subsequent calls for the same graphic (or any element) draws from the CACHE, NOT from the web server. Unless a user forces a reload from the server using the Reload button or F5 key, the page elements only come down ONCE - no extra bandwidth required.
