I have had a design company make a one page template for me. I am having trouble reconstructing the tables, changing the logo and adding text over the tables.

They have offered me a guide but so far havn't sent one. This is the site they have created: Hot Product Reviews

I need to change the HPP in the logo to HPR for hot product reviews. This is the page I am replacing Hot-Product-Reviews - Adwords

The header "Hot Product Reviews" is all in 1 JPG. If you want the logo in there, you will have to edit that JPG file in a graphics program, then replace the JPG file.

You cannot add text 'on top' of the tables if the table cells contain graphics. The graphic would have to be set as a BACKGROUND for the cell in order for you to put text 'on top' of it.

Your trouble are just one of MANY reasons NOT to use tables for layout. Judging from the HTML on that page, you should ask for a refund !!
