you will need a database, php and maily lots of time. The biggest drawing factor for one of these sites is the users on it, so the main thing you have to do is to get as many uses as you can.
I am owner and admin of www.TheRingWars.com we have now created a game like it, its hard and time consuming but worth it and a great laugh. We now have over 2500 players and its a great job sorting all their accounts out. but bewar ppl liek to cheat lol
Check into Joomla! the CMS script. It does have a learning curve, but it is well worth it. We just changed over to Joomla! and its far better that what we used to use.

These two sites look a lot a like. Is it some type of CMS system, but with and RPG built in?
